Duitse Staatssecretaris Kopp bepleit structurele oplossing schuldencrisis

In voorbereiding op het debat van komende donderdag (21 juli) over Europese schuldencrisis heeft Jubilee Nederland de Tweede Kamer geattendeerd op een recent pleidooi van de Duitse staatssecretaris van Ontwikkelingssamenwerking Gudrun Kopp voor een 'international debt workout mechanism'.
Kopp stelt onder meer: the lessons to be learned from the euro crisis are already clear: had there been an orderly and predictable procedure for restructuring from the start, then the uncertainties and distortions that we are seeing in the financial markets right now and also in the real economy would no doubt have been less dramatic.
Ook stelde zij:
- ...the arduous search for a solution to the Greek crisis has at least shown us that, where a debtor looks likely to default, in the future instead of disorderly ad hoc solutions there needs to be an orderly, predictable procedure that also allows for fair burden sharing...
- It would surely be naïve to think that the transition from a disorderly "non-system” to an orderly system would not cause certain costs and meet with resistance from the markets. But there is a very fitting remark made by John Maynard Keynes about the behaviour of markets: "Markets can remain irrational longer than you can remain solvent.”
Kopp sprak deze worden uit bij de opening van het op 27 juni jl. door Duitsland georganiseerde seminar "Managing Sovereign Debt Crises beyond HIPC".
Deze Duitse oproep sluit aan bij de structurele oplossing die Jubilee Nederland voorstaat: een onafhankelijke schuldenrechtbank.
